Qatar gives death sentence to 8 Indian NAVY officials who were arrested for doing espionage for Israel.
Today the Qatari court has handed down the Death sentence to 8 Indian Navy veterans for espionage and spying for Israel on Qatar’s secret submarine programme.
What is the case about?
The case is about eight former Indian Navy personnel who were arrested in August 2020 in Qatar on charges of espionage and leaking sensitive information to Israel. The men were working for a private company called Dahra Global Technologies and Consultancy Services, which provided training and related services to Qatar’s armed forces. The men were accused of spying on Qatar’s secret submarine deal with Italy, which involved advanced stealth technology. The men were kept in solitary confinement and their trial began in March 2021. On October 26, 2021, a Qatar court sentenced them to death, a verdict that was described as “deeply shocking” by India.
Who are the eight men?
The eight men are Commander Purnendu Tiwari, Commander Sanjeev Gupta, Commander Sugunakar Pakala, Commander Amit Nagpal, Captain Navtej Singh Gill, Captain Saurabh Vasisht, Captain Birendra Kumar Verma, and sailor Ragesh Gopakumar. All of them had a distinguished service record of up to 20 years in the Indian Navy and had held important positions and roles. Some of them were also instructors in the Navy. They had been working for Dahra for four to six years at the time of their arrest.
How did India react to the verdict?
India reacted with shock and dismay to the verdict and said it would explore all legal options to save the lives of its citizens. India’s foreign ministry said it was awaiting the detailed judgment and attached “high importance to this case”. It also said it was in touch with the family members and the legal team of the men and would not comment further due to the “confidential nature of proceedings”. India’s external affairs minister S Jaishankar also said he had spoken to his Qatari counterpart Sheikh Mohammed bin Abdulrahman Al Thani and expressed India’s concerns over the case.
What are the challenges and prospects for the case?
The case is a very sensitive and complex one, involving diplomatic, legal, and humanitarian aspects. The case has also strained the relations between India and Qatar, which are otherwise close economic and strategic partners. The challenges for the case include:
• The lack of transparency and clarity about the charges and evidence against the men. Neither Qatar nor India have made public the specific allegations or proofs against them. The trial was also conducted behind closed doors and without any media or independent observers.
• The difficulty of appealing or reviewing the verdict. According to Qatari law, death sentences can only be appealed or reviewed by the Court of Cassation, which is the highest judicial authority in Qatar. However, the Court of Cassation can only examine procedural errors or violations of law, not factual errors or new evidence.
• The possibility of a prisoner exchange deal. According to some media reports, Qatar has offered to swap the eight men for some Qatari nationals who are detained in India on charges of money laundering and terror financing. However, India has not confirmed or denied this offer.

The prospects for the case include:
• The intervention of international organizations and human rights groups. Some organizations such as Amnesty International, Human Rights Watch, and UN Human Rights have condemned the verdict and called for its reversal or commutation. They have also urged Qatar to respect human rights and due process in its judicial system.
• The pressure from public opinion and civil society. Some people from India and other countries have expressed their solidarity and support for the men and their families through social media campaigns, petitions, protests, and candlelight vigils. They have also demanded justice and clemency for the men from both Qatar and India.
• The hope for a diplomatic solution or a pardon. Some experts and analysts have suggested that Qatar may reconsider or revoke the verdict as a gesture of goodwill or pragmatism towards India, which is an important ally and trade partner for Qatar. They have also suggested that India may use its leverage or influence with Qatar to secure the release or repatriation of its citizens. They have also pointed out that Qatar has rarely executed anyone in recent years and has granted pardons to some foreign nationals who were sentenced to death.
